“The minimum number of players to be included in the final list is 23 and the maximum is 26,” FIFA said in a statement.

The governing body of world football said it had decided to expand the teams “keeping in mind the need to maintain extra flexibility due to the unique timing of this year’s competition”, which would disrupt the European club season.

UEFA adopted similar changes to Euro 2020 last year, satisfying the demand for coaches who feared they could lose players due to the coronavirus.

The national teams have fielded 23 players in the World Cup and European Championships since the 2002 World Cup in Japan and South Korea.

Prior to that, only 22 players per team were allowed in international tournaments.

Last week, football’s rules body IFAB approved the permanent use of five substitutes for all top-level matches, saying the team could now name 15 substitutes instead of 12 on the team sheet.

FIFA said on Thursday that no more than 26 people (15 substitutes and 11 team officials – one of these officials must be a team doctor) would be allowed to sit on the team bench during the World Cup games.
